You can NOT use these images for any commercial purposes or any mass distribution without first contacting the owners of the rights of the image and in most cases, when they are held at a public museum for example, it would be the museum itself. 

As I understand it if an artist has been dead more than seventy years, his or her work is in the public domain. However, reproduction rights of a specific photograph, such as a professional photograph of a painting for a museum MAY NOT be in the public domain. You can go take a picture yourself and do what ever you want with it.
